Introduction
As NFC / HCE capable phones (Android KitKat 4.4 or higher) and EMVCo Tokenization compliant Tokenization Service Providers (TSPs) get rolled out and become more widely available, they can be combined to enable secure instant issuance of temporary HCE based 'virtual payment cards', which are requested by primary cardholders for the secondary cardholders, where the virtual card would be linked to the primary payment card account of the primary cardholder. An example of such use case is parent issuing temporary HCE mobile phone payment card to their kid, to be able to pay for the movie, pizza meal with friends, snack or drink on a school lunch break, etc...
